TheWoWDBDon't just farm outside. There's a cave (entrance at 51,57 - has a Magic-Bound Chest in) which has loads of water elementals in. It's outside the map marked area for the WQ, but you can still get credit there.
E: the Primal Waterspouts don't give credit, but the Q mobs near the entrance do.

very slow spawn rate on my realm, the water elementals were nowhere in sight and it took quite a bit of waiting to complete this quest, high competition for tagging, but once they're around it's a simple enough quest to finish
Another world quest with a ridiculously slow spawn rate... haven't we had enough of these back in Shadowlands already? Come on!
