TheWoWDBYou complete the quest simply by entering the Vision. You can re-click on the structure that took you in to take you back out.
I tried to go straight to Uldum without following the suggested "optional" Take the Portal steps listed and I couldn't find an entry point and the quest didn't give me a location on the map to find it. Finally I followed the "optional" steps to go through the portal in Stormwind, and then the portal to Jade Forest, and it finally directed me to the exact spot to enter the vision.
It seems that the location of this quest changes depending on where the weekly Vision of N'Zoth structure is. Sometimes it's in Uldum, sometimes it's in the Vale. If you follow the "optional" steps, it will take you to the correct weekly location.
NOTE: If you have an additional daily quest inside the vision, don't immediately leave if you intend to complete that quest inside.

Even though the quest text says you can do this in Vale of Eternal Blossoms or Uldum, in fact only one of those two locations is possible each week.
If you are in the right one you should see the (1) or whatever number for the quest destination on the map. And there is a funny little stone tent thing with eyeballs in it that you click on.
If you are in the wrong zone then nothing appears and you'll need to try the other zone.
It has a mechanic that you can only enter the thing once per day. And there is a daily quest that involves entering. So you may want to do that quest at the same time. Now, when you are inside there is a timed mechanic that kicks you out after a while, and it's not obvious how to accomplish the quest objective. So I would recommend looking up the quest name on Wowhead and/or watching a video so that you know what to do once in there.
8.3 quests will be pushed to you automatically if you meet the following criteria:
