TheWoWDBThis may be obvious, but in these days of max-level alts who didn't go through BFA... You have to complete The Heart of Azeroth and receive your [item=158075] before you can complete this quest. Without the Heart of Azeroth, you can't get into the Chamber, so you can't proceed with this quest. However, as long as you have A Dying World in your quest log, you can complete both the initial HOA quest and this empowerment quest on the same trip to Silithus -- you'll just have to teleport out of, and then back into, the Chamber of Heart once you receive the Heart.

As of patch 8.2, the original Heart of Azeroth upgrade quests (that required reputation) were removed from the game.
To upgrade your Heart of Azeroth, you just need to do the 8.2 War Campaign starting with Horde: The Warchief's Order or Alliance: The Wolf's Offensive until you get to this quest.

If you can't click on the portal in Silithus and you dont have Hearth of Azeroth necklance, just finish the dragonisle intro quest where you need to ride the zeppelin to the isle. Then you can accept the quest from Earhen Guardian in any BFA main city (Boralus/Dazar'alor). After you obtain the necklace you can use the portal on the ground in Silithus!
