For everyone having trouble with the dragon evade bugging, all you have to do is when you engage the orc don't kill her asap. You have to give the dragon a few moments to fly overhead then the event should happen as scripted.
Note that there is a follow-up from this quest called Farewell, Minnow which gives you Faded Wizard Hat that turns you into a goblin! Tremendous!
However, to get the quest from Azuregos you first need to complete the quests from the nearby goblins:

What to do
Description
Now we put an end to all this madness. We need to rout the black dragonflight from Azshara entirely before they can return with any communication for their master. I still don't know what they have up their sleeve for capturing us, so I'd like to ask this one last thing of you - go into sable ridge and kill their leaders, Twilight Lord Katrana and Malicion. If things get hairy, I will come help. I just don't want to risk falling into whatever trap they set for Azuregos.
