If you get stuck when he says that he "It's up to you now. Are you going to come back to life and be the hero that your fellow survivors need you to be, or are you going to rest for eternity here?

Just use /reload and his quest will show up as well as being able to complete this quest. Otherwise you will just sit there dead.

You cannot continue any further until you complete this quest. You are suffering from the buff, [spell=69010] and completing this quest is the only way to remove it (AFAIK...).

Following the cinematic, it becomes available after a brief dialog between Doc Zapnozzle and Gearfinder Gizmo.
