I came across the location of the Spoils of War by accident whilst flying around looking to do the other Rumors.
Inside a building at 67.4, 32.1 in the City of Threads is where I found my Spoils.
Spent a good 20-30 minutes like StubMcBean flying around the platform where the quest indicates on the map trying to find it yesterday though, which is nowhere near where I found it.
The quest marker is bugged. It shows under a platform that kills you.
The chest location was at 67 32 for me.
