I found nothing using the hints here in the comments, but after flying around I found a the Wicked Wheel at /way 48.31, 13.40 Wicked Wheel
After interacting with that I was finally able to find the Repossessed Goods at /way 72.11, 45.34 Repossessed Goods

Ru'murh gives you this rumour from kir position at Collector Z'til's Alien Antiquities stall.
Go and listen at Ves'ka, Apprentice Silksinger's stall on one side of the Textile Aisle building; it has a highlighted spinning Wicked Wheel (48.29, 13.44). When the wheel is touched, you overhear Ves'ka talking to herself:
The silksinger chitters and grunts in apparent frustration
Ves'ka says: The finest silks in my store, and those Sureki wretches take them away like they own the entire Bazaar!
Ves'ka says: They probably hauled them away to the Hollows, collecting dust in the Magistrate's office. Tssk... What a waste.The followup location is not marked on the map with a spider icon, but a Bonus Objectives icon instead. It is at /way 72.11, 45.34, labelled Repossessed Goods, inside the Magistrate's office in the High Hollows (east side of the city).
Beware of your Campaign quests when doing this.
I kept going to the Repossessed Goods at 72, 45 but it wasn't there.
Walking around trying to figure out, I noticed I was phased. Finished the Campaign quest and everything went back to normal.
