So many irrelevant comments on the conditions for this quest to drop...and the comment proving some info gets downrated...Anyway.
This quest drops from Verdant Wilds only when the main mobs are druids. When you q for island expeditions, near the map of the islands you see the specific mob for the week for that IE. Just run around and kill any druids you see. I'll submit a screenshot to see how the drawing should look like for Verdant Wilds so that this quest to drop. I hope thescrenshot gets approved

Obtained after completing Verdant Wilds on Heroic difficulty.

Unknown if it's relevant, but we did kill at least one druid rare (Moonfeather I believe) while on the island. Likely to have to kill druid-related enemies for this to drop.

<This fur teems with natural magic. The beasts you fought on the island were clearly not beasts at all, but druids. At least they were before. What could have caused them to become feral? You did not want to slay them, but they gave you no choice, didn't they?>
