This seems like terrible design... many players who don't check sites like this will be scared to start this mission because it's not 100%.
How are they supposed to know failing and having your ship destroyed is part of the questline and is meant to happen?Very dumb...
Don't do like I did and buy the [garrisonability=272 domain=www] because you see that the quest has only 86% success chance. You WILL lose the ship. But in the next quest you automatically get a rare destroyer with the Felsmoke Launchers equipped, allowing you to counter [threat=84]
Unless of course you want to spend 500 GRs on launchers which are BOP, non-refundable, take up an inventory slot and probably will not have any use for the next few hours..

Description
One battle does not win the war, Commander. That Transport isn't gonna hold up long against this Iron Horde navy. We are going to need another ship. Lucky for us, a local smuggler has supplied us with the plans we need to build Destroyers. We should construct one of these ships immediately!
