DO NOT!, I repeat, DO NOT abandon this quest at any point before completion, as there is no background tracking for the missions completed like there is for the gold and garrison resources needed.
^ ^ When i first got the quest it made immediate note of me having completed 4/25 Treasure missions already, so i thought it'd been keeping track like an achievement would. Figured it worked to abandon it, make room in my quest log, and then pick it back up when i was ready for full completion. Testing Failed. Reset to 0/25. :[

After some calculations on the treasure missions other than rares missions [/ b] it appears that the threats to counter are :

So at the begining, to get the 25 treasures missions, it appears that the optimum compo should be like:

and we should equip them in priority (in brackets the number of missions with that threat) :Evasive True Iron Rudder (up to 4, one on each type of vessel)
Swift Blast Furnace (up to 3, Battleships (19), Submarine (11), Destroyer (8), Transport (8))
First Strike Felsmoke Launcher (up to 3, Submarine (13), Battleships (11), Destroyer (6), Transport (6))
Minelayer Trained Shark Tank (up to 3, Battleships (14), Submarine (9), Destroyer (5), Transport (4))
Dense Fog Fog Lights (only 1 on a Battleships (3) or Destroyer (2))
Icy Water Ice Cutter (only 1 on a Battleships (3) or Destroyer (2))
Stormy Weather Bilge Pump (only 1 on a Submarine (3) or Destroyer (2))

With some (kind of complex :o ) calculation I have found the best compo for me and I share it here if you have the same objective as me. It does not permit to do all the mission (it seem to be impossible or I did not search enough) but the one I want :
- All Iron Fleet Treasure Chest
- All blockade
- All legendary (Elemental Rune)
- 2 sorcerous
- Most of Apexis Crystal
- and most of the more or equal to 5000 XP missions in case you have to build another ship after destruction
Missions about gold are not taken into consideration (but can be done probably sometime)

Carrier Blast Furnace + True Iron RudderYou'll need at least one Draenic crew (equal to High Intensity Fog Lights) on any ship to handle some interesting missions and it should be easy to get (not like the murloc crew who is very rare.. for me ;) )
You have to try to obtain the maximum of Human/Undead crew on each ship to increase the chance for missions not taken in consideration and it's especially important on ship marked with /!\ Humain/undead as those ship handle missions with more threat that they can carry (it permit to get 98%). Draenic crew (equal to High Intensity Fog Lights), Murloc Crew (equal to a Transport ship) or Pandaren crew (chance on >= 18 hrs mission) can be good but I found the rest useless.
For the 10th ship you can use what you want/need... Personally I don't need the transporter as I'm not interested in mission it handle (gold and little xp)... Even the derrick mission who need a land objective don't need one because it have a 100% chance of success basis (don't understand why..) So personally, finally, I use the unused ship to have the human carrier ship in double as a spare one in case a 98% chance of success mission fail and destroy it.

Our naval domination continues! However, we are going to need even more experience and resources to take this shipyard to the next level. Once we reach our goals, we can upgrade the capacity of the shipyard to hold even more ships!
