It appears you can only gain reputation from completing this quest once per day even though you can repeat the quest multiple times in a single day. Upon my first turn in I received 150 rep and 0 rep after turning in again on the same day.
I received one green recycling requisition and no rep as reward.
Don't do this quest if you want reputation; you won't get any. You will for the previous stage however.
