They're a bit tough to see, but you need to throw the potions at the "Potential Customer" npcs standing on the sidewalk on either side of the quest area's street. [npc=232990]
I had to use the item "Sample Potion" from my bags. It did not show up as an action button or beside the Quest.
Made this macro, to ping the quest npc and to throw the sample at cursor position.
