I found it easier making sure that I had the quest selected in my quest objectives.
On the map heaps will appear like little trash cans. If you're tracking the quest from your quest objectives, shortly after the trash can appears, your quest objective will update to that location so you can follow your quest marker to get it to it.
Talk to Carlo Greasegrind to start the event. The pile of trash will become clickable and simply shovel trash until the time expires. If someone else has already started the event, you can just join in with them and it will still count for 1 of the 3.
Avoid the green. Soak the blue. Also, if you pay the coin to get the robot up, it will help you shovel.
At the end of the event, a chest will appear for you to loot.
The 1st S.C.R.A.P Heap did have a quest circle in a specific spot, but I'm not sure if it means I had to do the 1st one there or not.

There are NO instructions on how to complete the quest. There are circles on the ground that apparently do NOTHING and I've "done" 2 of them so far and received NO credit. Whoever thought this quest up needs to be FIRED.

Description
The guys over at S.C.R.A.P. could use some extra hands this week. You want a piece of the pie, go find one of their reps named Carlo out in the field and see if he's got any work for you. But if you find a piece of pie in any of those trash piles, don't, uh... Don't actually eat it. I hope that kinda goes without sayin'.
