This is a later quest in a looooong quest chain. The chain actually starts in Dustwallow Marsh's Mudsprocket. There is a night elf female named Thyssiana who gives you quest To New Thalanaar, which will eventually chain you to this quest.
Sadly you don't get to keep one of these guys, but have to buy it in the Blizz store :(
