As of 4/22/2018 seems totally bugged. You can click on the beavers and they run off and vanish but you get no credit. Others online now report the same. As a matter of fact, I don't see any water nearby to shoo then into -- and you cannot determine their path.

Blizzard's ingenuity with the names of some quests never ceases to amaze me :)
Well, you dont need to shoo the beavers directly to the water.
You just need to make them scared once, so they run away and disappear.Give a Dam - www.youtube.com/watch?v=fvnto_zWJUk

Description
These loggers are destroying the forest, and harming the wildlife! Beavers need this wood for their dams, but have had to resort to scrounging for scraps. It's not safe for them anymore! Please, help me chase them back to the safety of the water.
