TheWoWDBI wondered how to get this quest so I just started killing Cliffwing Hyppogryph , eventually they dropped an Unfinished Treatise On The Properties Of Stormscale which leads to Seymour and Agnes and Glielle.

I'm Lv 101 and Skinning 800 and doesn't have access to this quest (i did the previous ones in the chain). I have no clue why.
I think you should put "Unfinished treatise......" above Glielle, the item that gives the quest opens for Glielle and Seymour and Agnes.

Description
One skinner makes the wilds of Azsuna her home. Her name is Glielle, and she is a night elf - or at least, she was, in life. Perhaps the scroll was hers.
