So just got the same issue with being stuck on it, I did the Azsuna Questline and it didn't show up. So got in contact with blizz gm and they said I was missing quest in Valshara, don't know if I spelled that right. But you would need to do the quest for the brokenshore to unlock them. Here was the one I was missing don't know what you would be missing. They were even kind enough to port me to the area which I needed to go to.

Description
{name}, they stole all my fireworks, the little scamps. You didn't see them? I was just on the verge of creating a new module for Reaves when these kids came in here and ran off with my fireworks. I need them back if I'm going to finish what I'm working on. Can you go get them back for me?
