During the Legion invasion, I was unable to complete the quest as the fel murlocs don't drop the required item.

You actually CAN complete this quest during a Stormheim Legion Invasion. If you're impatient like me, you can also collect the quest items from Shoalfin Warriors at the Timeworn Strand in Azsuna. It's a bit of travel, but at least keeps you progressing.
For those wondering where the Timeworn Strand is, fly to Challiane's Terrace in Azsuna, and kill [npc=114255] on the part of the map marked Challiane's Terrace.

Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest

- It's Not Rocket Science
<name>, I need you to help me track down Flintlocke again. I sent him to Stormheim to gather some materials for an invention of mine and he hasn't been back for days. I'm not worried about Flintlocke, but I DO fear for Stormheim. See if you can find him!
After this quest
Taken from the storyline's own step order.
- Bubble Baubles
Ol' Hobart wanted me ta gather up these shiny, glass trinkets the murlocs carry around, but those bloody buggers ain't willin' to jes' hand 'em over! I tried the dip-ler-matic approach, but I don't speak murloc, so I just end up shootin' 'em. Maybe you might have better luck gettin' them baubles.
