There is a level limit/cap on this quest, although there's no mention of one. It may stop becoming available at lvl 25 or 26. It was there for my char at lvl 24. I think it was still there at 25, but now it's gone. So either that, or one of the other quests in the chain makes it unavailable - which is stupid since there is no other breadcrumb out of the zone.
Another quest like this is:
Hero's Call: Redridge Mountains available from either Captain Danuvin in Sentinel Hill, or King Varian Wrynn in Stormwind. This quest has a cap of lvl 18, after which it becomes unavailable. However there does exist another leading quest from Westfall to Redridge, unlike the Duskwood one.

This quest gives more XP and Rep than the Board one: worth the 3 minutes flight and little run!
Apparently I am unable to pick up this quest as a level 100 alliance worgen hunter. I did all the quests in Redridge but still got no quest. And the Hero's Call boards in Stormwind won't give any low level quests anymore, probably after they introduced the adventure guide. This means you need one extra quest for the Duskwood zone achievement (which you probably won't have a problem to find).

Description
{name}, the citizens of Duskwood are in dire need of your assistance! I have here a letter from Commander Althea Ebonlocke, leader of the Night Watch, pleading for help. To reach Darkshire you should travel across the bridge located in the southwest corner of Redridge. Once you cross the bridge you will be in Duskwood. Then you just follow the road to Darkshire. Beware of the savage beasts that stalk the countryside!
