When running around everywhere looking for this, the cave opening is by the eels.
While there IS an Arcane Pylon in this cave, you don't need to deal with how buggy it is to complete the quest. Just click the chest.
The Arcane Pylon is for the Trove Tracker achievement.

Description
The naga have hidden many useful treasures throughout Nazjatar. I have heard tell that there is a treasure hoard not far from here. It will be dangerous, but it may be worth investigating. There may be untold valuables inside the cache that could aid us in our fight against the naga.
