TheWoWDBOnce Poen Gillbrack reaches Rank 20 within The Unshackled (Horde), you will be given this quest that will give you the pet. Similar to the Waveblade Ankoan (Alliance) equivalent, Bladesman Inowari when he reaches Rank 20.
Surprisingly, both pets have the EXACT same abilities.

Thank you, I searched how I can get both ;) So I have to do the quest on Alliance and Horde side.
I had a character transferred from alliance to horde with all the Nazjatar reputations and followers. After I did some of the campaign quests from horde and reached Newhome (horde camp) I could buy the pet [item=169353] from the quartermaster Atolia Seapearl [npc=154002].
