You must speak to the Highborne Arcanist who is glowing. The southernmost quest circle marks the building entrance, the northernmost quest circle marks his location inside.
The entrance to the building is in Zin-Azahari at Coordinates 82.24 35.88
Once in the building the Coordinate system changes and he's at 56.25 22.80.

Do NOT enter the coordinates 56.25 22.80 when you're outside the building or it will direct you to the Gate of the Queen which is a very long way from where you want to be!

There is a Highborne Arcanist located at /way 56.34, 22.77 that you must talk to. When I went into the cave he was dead, so I think depending on what you tell him you can either complete the quest peacefully or he can aggro. If he is dead when you arrive, it is a LONG respawn time (10+ minutes for me).

Description

The information you have gleaned concerns me, {name}. These spirits cling to this place because they still, even now, believe in Azshara and her reign. She sold their lives to the void and they still believe in her. I know we have concerns that outweigh this, but I cannot leave them here like this. Show them. Confront them and tell them of Azshara's betrayal.
