Dragging gryphons down while moving seems to bug it out and no rider will spawn. Be sure to remain stationary until the cast bar pops up and the NPC is definitely there.
It is also advisable to continue to drag more riders down if you can handle more than one. This saves time in case other gryphons fly by while you're killing your first dwarf but end up out of range by the time he's dead.
The riders have a Stormstrike attack every other weapon swing it seems. It hits for about 1500. Otherwise, they're simple melee mobs.
It's actually quite easy to tell if a specific Gryphon is carrying a Rider or not, since even with particle densitiy set to low, the weapons of the Gryphon Riders will leave a lightning-like trail following the Gryphon. Just stick to those Gryphons with this trail after them and you should be completely safe from hearing the "I don't have a target." error message!

The Wildhammer can train war gryphons faster than we can subvert and control drakes. We can't let them continue to outnumber us! Hunt gryphon riders flying over the river north of Bloodgulch. Take this hook and fling it at them as they fly by. Their momentum will hurl them from their mount, right to your feet. Kill the dismounted gryphon riders!
