@Marathan on southshore just about everyone escaped, considering how fenris island is FULL of survivors, to the point that on this quest and this quest shows just how many of them left, wich is pretty much the whole damn town.
on Silverpine, there were no children, or inocents. That was a war front. The alliance invaded horde lands, and the horde repelled them, simple as that. Mess with the bull and you get the horns.
there were no "inocents or childrens" of the alliance on gilneas simply because at the moment of the horde invasion, Gilneas was NOT a part of the alliance. I should remind you that their jerkass leader said this gem of a quote to Terenas shorly after the second war was over:
Damn the orcs, damn the Alliance, and damn you! The last thing Gilneas needs is sponges from other nations drawing from our resources, Dalaran wizards meddling with our affairs, and someone else's enemies killing our soldiers! Gilneas is its own nation and it always will be. This is the last time I'll ever talk to you, Terenas, so I hope you were listening(Taken from Genn's article on wowpedia)
so this was simply the horde attacking a nation with a considerable military presence, and a rather dangerous enemy of the forsaken (worgens have been a threat to the forsakens for the past 6 years) rather than them attacking a nation of the alliance. The gilneans rejoined the aliance AFTER this invasion.
on New Andorhal there were no children either. The alliance and horde were trying to conquer the zone and they had only military presence there to push the other away. This was simple combat, where soldier fought soldier, that's war and in war there are casualties. Its not the same as attacking a civilian town full of non-combatants.
on ashenvale theres silverwing refuge, wich was the main base of operation of the sentinels, again another military target, as oposed to a civilian outpost.
on the broken front, indeed that was very dishonorable ( I hate that quest) but again those were soldiers, not civilians, and the commanding officer (Sky-reaver Krom) was chewed out by Garrosh and the Warchief, as well as demoted of his command after the northrend campaign.
Stonetalon was also dishonorable but the druids in the grove were neutral (there were tauren druids as well as night elven ones) and even then, the guy responsible was harsly punished (with his life)
wich leads us back to: Taurajo
A civilian town, with children, and lots of non-combatants. Primarily a hunter's camp, full of (duh) hunters that brought food and natural resourses to the rest of the tauren tribes. Attacked cowardly at night, with siege tanks, drunk wildhammer griphon riders (Don't question me on the "Drunk" part, this quest shows that wildhammers love to fight dead-drunk) and ex-convicts, during the night, while the hunters were out, and the only people in the town were civilians who coudn't fight back.

After leveling more toons than I can count through the Barrens, this quest actually got me a bit teary eyed, especially Omusa's comments.
This is probably the most emotional quest I've done as a player of many Tauren characters. When you use the funeral totem, each spirit relives its last few moments when it was alive. Having played through the barrens roughly six times, I remember all these NPCs.

Description
With the immediate threat gone, can you help with some grim business? We tauren do not bury our dead, we prepare the body for its return to the elements and place it at our sacred grave sites. Those killed in the Taurajo massacre have had no funeral, and I worry misguided Alliance soldiers will burn the bodies of the dead before the proper rites have been performed. {name}, please take this totem to Taurajo and perform services for Krulmoo, Dranh, Yonada, and Omusa. They ... didn't make it out of there.
