Every where I tried to place the bait failed. The tip I found useful is the location around the Crucible of Carnage. Specifically, I used it on the path on the SW side of that sub-area. (48.5 62.0)

Description

With its guard down, you should be able to attack it until it is weak enough to mount and fly.>
