To help confirm that this opens at 16,800 and not before, I will note that it did not open at 16,756 and subsequently appeared at 16,811. I had to leave the phased farm and wait a few minutes for the quest to appear, so don't panic if it isn't there right away.

Description
This is going to be tough, {name}. The last vote we need comes from Haohan Mudclaw, the head of the Tillers Union. I know he wasn't too keen on us to start, but we've learned so much about farming, I'm sure he'll have a change of heart! Go speak to him. You can be very convincing, right?
