Another reason you won't see the pool when the spot is near Thunder Totem is if the Assault on Thunder Totem WQ is up. Must do that one first.

In case you arrive at the place where this pool is supposed to be but you can't see it try to realm hop.
Relog didn't help but using party finder so far worked for everyone with this issue I know of. (There are even some reports that either dungeon or battleground works as well)

Today the quest's at ~36, 44 above Nesingwary flightpath. Apparently everyone else is seeing the pool but me, as there's been a steady cascade of people coming to fish and then leaving. I can't see the pool, but I tried fishing in "it" anyway. The loot bag would pop up empty and disappear again before I could do anything. If I move a few steps to either side I catch normal fish, so I'm guessing it's bugged.
Edit: Realm hopping I saw was a listed fix, but I had the same issue on my friend's realm and one other. Oh well, I'll just skip it today.
