While you may see [npc=95762] from below, she's out of range of the [item=130074] which is provided for Scout It Out.
The short path up to [npc=95762]'s nest starts at 44.2 44.55 in Pinerock Basin.
EDIT: Her [spell=197384] is worth interrupting, you really don't want to be feared when you're standing on the edge of a cliff...Coordinates for TomTom / Paste users are:

Scout It Out
A World of Warcraft quest in Highmountain. Facts and objectives from the current retail game data.

On a main path, around 44.1 46.7 near the bend in the river, go straight north, to 44.1, 44.6 by a small path marker up a hill to the left. Up that hill is Irewing, who spawns frequently over her nest at 43.5, 44.9. Use the [item=130074] provided by the quest-giver to bring her down.
So one piece of advice for the Hunters looking to tame this pet, you will NOT
be able to do so initially because NPCs are automatically summoned during
this quest, and they're attacks will constantly pull threat, thus not allowing you
to tame it.So what you need to do is to get on top of one of the nearby tree branches,
and prepare a FT. Once that happens, use the flare, and it should prevent
the NPC's interfering. The gracious player who provided the important clue :

What to do
Description
You've proven that a gnome can shoot a rifle, and that's no easy feat, but a true test of Addie's skill will be to see if she can track down an elusive beast. Rumor has it that a ravenous roc circles the basin, cursed by harpy magic, but no one's seen the beast up close. Take this flare, and shoot it into the sky once you've spotted the roc. When we see the signal, the huntin' party will rush in and help bring down that magnificent bird!

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Moose Shootin'
Highmountain is home to wildlife that can't be hunted anywhere else in the world. Tell me, <name>, have you ever laid eyes on a moose before? The roaming Elderhorn may look like gentle giants, but only a fool would underestimate their strength.
After this quest
Taken from the storyline's own step order.
- I'm Not Lion!
I've hunted many exotic beasts in my day, but I've never seen a lion like the one I encountered while scouting the basin. The beast's amber eyes locked on mine, luring me closer. I was helpless to this predator's enchanting gaze. It was only when the lion pounced did the stupor break.
