This quest, along with Rating Razik, is a breadcrumb quest for Hemet Nesingwary's *western* Highmountain quests. If you have accepted either Note-Eating Goats or Amateur Hour you will not be offered either of these breadcrumbs. Additionally, you will only be offered one of the breadcrumb quests.
Similarly, Procuring a Prototype is a breadcrumb from Hemet's camp to Razik's camp and will only be offered if you have not accepted Critter Scatter Shot.
There is no way to pick up more than one of these breadcrumbs.
An Offering of Ammo requires you to have completed either the Skyhorn (The Skies of Highmountain) or Bloodtotem (Unexpected Allies) questlines.
Rating Razik requires you to have completed Razik's quests Critter Scatter Shot and Wolf Pack Attack.
Procuring a Prototype requires you to have completed the Hemet and Addie quests ending in I'm Not Lion!, Moose on the Loose, and Scout It Out.

You can just walk over there, it's not in the mountains or anything like the map might suggest.
This whole Hemet questline seems to be without Highmountain reputation, so you might want to skip it if your goal is to get all reputations to honored while leveling.
edit: I had to come back a few weeks later for this questline because it rewards a rank 1 Food recipe. Nomi can only make rank 2 and 3. Also Mrs. Tinyhunter gave me a 26 slot bag. So I guess this line is worth doing.

What to do
Description
The mountains have seen many new travelers pass through their valleys, some without an understanding of our traditions. Our leaders have turned their focus to more pressing matters, but Losro and I cannot ignore the recent arrival of hunters in the nearby basin. They hunt with guns and gadgets, forgoing the experience of hunting with a bow and arrow. While I know that some will remain stuck in their ways, perhaps an offering of arrows will encourage these outsiders to hunt the way we always have.
