Very straightforward. Go up the ramp kill Sureki Shadowstalker. The item appears to be 100% drop.
If the Shadowstalkers keep disappearing on you, see if you're still on the campaign quests as well. Finished up with Lilian, then I could see the Shadowstalkers.
Ru'murh stands at 79.6/56.6, next to a planter on the Terrace of the Ascended to give you this rumour.
Quest text:
<The weave-rat hands you a missive branded with the Weaver's seal. Its contents detail the comings and goings of Sureki intelligence brokers who conduct their business in a popular High Hollows eatery.>The target location is the next platform close by, uphill and to the south, centered on 78.1/65.3. Slay Sureki Shadowstalkers to get the three items needed.
