Ghos'opp may be found at one of the small tables where the Weave Reader holds court, on an open terrace in The Skeins.

Quest text:

The Vizier has created a new alchemical concoction. He would like to bestow upon you the honor of testing it on one of the guards in the High Hollows.

It is rather pungent, but I assure you the smell is nothing compared to the taste.

Morpheouslefay has provided excellent instructions for completing the testing.

There is no icon on the City's map marking a particular area in which to find the Unwitting Skeinsguards, but they seem to be roughly circling the Royal Preservatorium per Wowhead's mapping. They have orange titles and quest-item highlighting.
