It took me an embarrassing amount of time to realize that to complete this world quest, you have to actually swim into the whirlpool. There are multiple pools of albino barracuda to fish up the required 8 once inside.

Of note, a random group of murlocs will run up onto the land to attack occasionally. You can avoid them using a fishing raft. :)

I jumped into the whirlpool and entered the cave, but no Albino Barracuda fishing pools were available. Tried leaving and re-entering thru the whirlpool with no luck. What worked for me was swimming towards the blocked cave entrance then back - that seemed to trigger the World Quest.
