This quest is an auto-accept quest. While doing Bad Medicine, once you obtain your 7th Jungle Remedy you will get the pop-up to start Just Hatched and an Lashtail Raptor Egg Fragment will be added to your inventory.
Our guild has a few jungle remedies left in the guild bank. I picked seven up using mobile banking and suddenly had this quest. Made me a bit confused.

Description
While looking through this soldier's possessions, you look down to see a newborn raptor hatchling looking back up at you. Was it following this Kurzen militiaman the whole time? You can see it studying you, learning your features and following your movements. The lashtail hatchling has formed a bond with you. Perhaps someone back at the Rebel Camp will know what to do with a raptor hatchling.
