TheWoWDBTo get to this quest that opens some other Exodar Rep quests, you must first do a group of quests offered by [npc=739] and [npc=469] at the Rebel Compound in N Stranglethorn. (These will also give you the opportunity to get a raptor companion.)
After you rescue Osborn Obnoxious and two others in Spared from Madness you will have to log off and relog on to make him appear at the compound. A couple of quests later he will give you this quest.

Description
Thank you, {name}. I know you didn't have to save my life. The return of Bloodlord Mandokir is ill news. He was killed inside Zul'Gurub several years ago, and we thought we had seen the last of him and his kind. The trolls of Zul'Gurub were attempting to perform a hideous, horrible ritual. If Mandokir is alive, then it stands to reason that he is not the only one. The explorers at Fort Livingston, far to the south, may know more. Speak with their priestess.
