If you're like me and are doing this quest for the [item=61614], and can't figure out how to get this quest, the answer is:

You need to pick up the quest The Bloodsail Buccaneers from [npc=2490] . You will then have to compleat the quest chain up to Seeing Where Your Loyalties Lie which will alow you access to the bloodsail quests. once you start the bloodsail quests you must compleat them in order untill you get this one The Damsel's Luck this one will alow you to access Captian stillwater's charts to do the quest.

Description

Before returning to Booty Bay, you should do everything you can to weaken the Bloodsail Buccaneers. Unfortunately, even as captain, you're prohibited from killing other buccaneers in cold blood. Only a Fleet Master can do that. You can, however, put mutineers to the sword... and mutiny can be awfully hard to disprove. Speaking of which, those Bloodsail corsairs that hang out on the lowest level of the ships have been acting awfully suspicious...
