Actually, Kael is indeed allied with the burning legion. He realized that Illidan was insane, so he turned his back on him. Thats the reason horde players can kill blood elfs and, eventuelly Kael himself. The scryers didn't like that he allied with The burning legion, so they left and are now fighting him instead. The blood elfs still in azeroth doesn't know about that Kael'thas is evil,so they continue to travel to outland. This it what he yells when you turn in the quest.
