This quest is started by an item (http://www.wowhead.com/?item=46884) wich will be mailed to you when you reach level 20.
it's also possible to get the mail in bloodhoof and then just walk to the trainer but i can't see how you will ding 20 in mulgore :P
and this also counts to the loremaster of kalimdor achievement :D
If the letter containing this quest isn't showing up in your mailbox, try traveling (either on foot or by flight path) through your initial zone (in this case, Mulgore). This seems to be what causes the message to be sent, and it should show up in a couple of minutes.
