Since I was unable to locate any corpses in the area, I simply made my own by killing Twilight Wyrmkillers and then using the Ruby Seeds on them to return them to the earth.
Contrary to what it looks like from the way WoW's quest guide is, it's not the bodies of red drakes you have to burn. It's the Twilight ones.

Description
{race}, I have a task for you. Take these ruby seeds and plant them at the corpses of any dragonkin that you come across. Twilight or Vermillion, whelping or dragon, it matters not. We need to see that their bodies are returned to the earth so that life can continue to flourish. In death, there should always be new life. This may be our one consolation during times of war and great tragedy.
