Looks like Dragonflying breaks this quest - I came zooming in and the red drake failed to pick me up.
Abandoned the quest and flew in on a traditional flying mount and it worked as expected.

I've found this quest glitchy too. After picking up the quest, I flew out to Lirastrasza, only to not be able to turn the quest in. Mentioned above is that you have to turn it into the correct Lira...but I only can find one out there. Not sure about the Disabling Impact tho.
Found out, the first time I went out, I had flown quite a ways to the east, and therefore, when I came in directly from the east, I had bypassed the red drakes. The 2nd time I tried, I flew directly from quest-giver to the end point, and in the process, had been intercepted by the red drakes. They deposit you, there is (at that point) only one Lirastrasza to talk to, and you're done. Go to Calen, and complete the quest.
Key: make sure the red drakes intercept you on the way in.
775k HP...85 elite in her high elf form. There's no reason for her to be afraid of the player killing her.

Description
I'm glad you're back! Saving the world or something, I'm sure. I was dispatched to establish relations with the red dragons in the area, but I'm finding this bunch somewhat less accommodating than the ones at Wyrmrest were. I have, however, been told that you are the type that solves problems. A problem solver as it were. Care to take a crack at earning a bit of trust with Lirastrasza at Vermillion Redoubt to the southwest? Anything that might soften her up a bit for me would be lovely.
