Worth noting that the Brother Pike located outside the Shrine of Storms will not accept this quest hand-in, it has to be the one in Brennadam.
I ran into this also. You'll need to complete the Stormsong Valley quest line. Once you free Brother Pike from the Shrine of Storms, he will be available at the coords listed in previous posts for turn in.
