This World Quest is staightforward. You'll go to the world quest icon on the map and [npc=172025] will be patting around on the road. Once you find [npc=172025] it'll either be attacking npc's or walking. Just attack the npc's that spawn and attack him and you'll eventually hit 100% on the meter.
