If you're at ground level and see a tent near a waterfall, with Investigator Kandray and some Temporal NPCs by it, you're too low.
Look up. There's an almost floating big piece of rock, with trees and grass, above you.Vol'jin's Mojo is a hostile elemental, hovering above that grass. It looks like a mask. Kill that and collect.

If you don't see it at where the map is telling you, wait for it to respawn, as it's something you have to kill before you can collect it.
The respawn take some time. Just wait on the floating island platform and it will come eventually.
