You have to loot [item=142066] from felhunters or jailers at the central dock, seems drop chance is terrible low, i slayed around 10-12 demons. Also, you dont need to run there mounted, there's a violet rune painted on the floor — Slowfall rune, interract with it and you'll be sended to the dock.

Upon obtaining the Legion Communicator for this quest, you hear an npc say the following:
Aargoss says: Tichar! Your attention!
Aargoss says: The Nightborne have agreed to cast off their unwanted.
Aargoss says: The passage to Felsoul Hold is open. See that our prisoners reach their destination.
Aargoss says: The Soul Engine will consume! Kar Dan'Ashj!I find this extremely amusing, as I happen to know that tichar is demonic for cheese. Meaning that one of the demons you just murdered was literally named, Cheese.
Only reason I am leaving a comment is because it seems like a straight forward quest. Kill something, get the communicator, done. But I had to kill about ten of the demons to get the communicator to drop. Also, had never been to this part of the city before as I assume like everyone has just got flying so interesting tidbit. The area in the center where the bridge connects to the city and to the mainland is where the Nighthold Raid takes place. Thought it looked familiar.

What to do
Description
Our new friend brings us some disturbing information. She claims to have seen a large number of citizens dragged from Starcaller Retreat in chains. Their destination appears to be Astravar Harbor. Those taken to the harbor have yet to return, however. Worse yet, the area is now overrun with demons. I need you to find out where these people went. Infiltrate the harbor and gather any information you can. Start with the Legion filth- their corpses may point us in the right direction.
