The quest objective is right where the map shows; you turn it in to a pup named Shivertail at 19, 51 and then you pick up the next quest Shivertails Den.
I was flying to pick up this quest, noticed a "!" on the map. Picked up the "Shivertail's Den" quest directly from Shivertail, then continued to the "Missing Pack" quest giver. He wouldn't give me the quest. Noticed the names, abandoned the "Shivertail's Den" quest, and "Missing Pack" became available from Kar'lak.

Strange, I wonder where little Shivertail and his pack are? They normally show up for a feeding about now. I hope everything is alright.
