Clearly a reference to the novel "Of Mice and Men" by John Steinbeck. Seeing as the preceding quest in this chain is a reference to a novel as well.
Strangely enough, that one was already well documented in the comments and this one wasn't.

If you didn't establish your garrison yet before faction change, then faction change to Horde and complete quest <For the Horde!> before <Of Wolves and Warriors>, your char might be phased out and might not be able to give in this quest. Until fixed, you can send a ticket and gm will fix the phasing.
Cannot believe that it took me 6 years to realize something strange about the idle chat between Durotan and Drek'thar. He only noticed Thrall's skin color. But couldn't see his best friend's hammer in possession of the strange new orc.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- A Song of Frost and Fire
You have rescued many of my clan from the slave pens of Tanaan. Their liberation and the destruction of the Dark Portal are more than enough for me to consider you one of us. However, you are still a stranger to our leader, Durotan. I would like to introduce you to him.
After this quest
Taken from the storyline's own step order.
- For the Horde!
Without you, none of us would have made it to the shores of my homeland. You will be the one to lead our forces here on Draenor. This is your garrison to found. I leave it to you to plant the banner and claim this territory.
