Upon completing this quest I was offered the follow-up quest Articles of Acquisition but it was not added to my quest log. If/when I find a solution to this bug I will update here.
After beating up Smuggler Ba'vaal (he can't be killed - got him down to 3 HP) I was in perpetual combat and could not fly off the balcony. I am an Affliction warlock with the Absolute Corruption talent which deals permanent damage (Charged Bolts do too) and keeps me in combat indefinitely. Exiting the game didn't help as I was still in combat when I returned.
Put in a bug report and used "Stuck" Character successfully.

Description
There is a difference between securing a permit and securing permission to sell in Tazavesh. Xy'vez is a licensed dealer. He can buy and sell as he pleases in accordance with the authorities. However, I am glad he knows his place. If you are on my streets, you need my permission. Not everyone knows this. Cartel Ba likes to test the waters. I'll award your permission if you teach them a lesson.
