It actually let me hand it in, but the question mark remained on my map and the quest remained in my log. It wouldn't let me abandon it. Logging out and in again fixed it.
This quest did not appear in my log after accepting it, nor did any objectives or locations get marked on my map(s).
I went into the Xy imports Offices and spoke to Port Authority Zo'rau, and was able to "begin."Once I defeated the turned-hostile Coordinator Xy'thir I was able to turn in the quest, right there to Associate Xy'nell.
Just a little buggy. No relog/reload reuquired.
