Click on the door at /way 56.17, 53.30

Bakishroth the Empowered is not on top of the big building, he's inside it. There are other doors (like I said, it's a big building) but the above door is the one I used so I'm 100% sure of it.

And just in case your Tazavesh geography is as shaky as mine: the entrance you return to in order to hand in the quest is back at /way 43.14, 53.35
