Obviously a reference to the Ferengi Rules Of Acquisition from Star Trek (specifically, Deep Space Nine and Voyager).

This quest is part of the quest chain that provides an inworld explanation for the removal of void storage, an expired contract. And as Rule 17 states:
A contract is a contract is a contract… but only between Ferengi.
