If you, like me, just assumed you would not be able to fly here...false lol. Even though it will show the traders are on the same level as the questgiver, they are actually up a level, which you can easily fly to!

use the Broker Disguise Pin in your bags if talking to them doesn't seem to be doing anything.
I couldn't get the "Disguise Assumed" part to trigger. Had to abandon and then retake the quest but use the Broker Disguise Pin immediately right in front of quest giver to get it to trigger. After that could proceed as normal.

What to do
Description
When our imports are delayed or lost, the most direct impact is on Tazavesh businesses. Take this illusion pin. It will make you appear as a Xy Imports employee. Tell the businesses their shipments are delayed indefinitely. My boss cannot ignore downstream pressure forever.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Drain Their Resources
We've made good progress, but we need more disorganization. I've redirected a particularly large shipment of anima in the form of a devourer. Kill it and bring its anima core to me. The anima itself is not important--rather, the fact that it can be stolen.
After this quest
Taken from the storyline's own step order.
- Eyes on Us
I can hear Coordinator Xy'thir raging about the slide in business already. <Xy'nell shifts uncomfortably and ducks his head.> We're ready. Go to Port Authority Zo'rau. Tell them you represent an invested party and that the audit should be moved up. And there's one more thing I need you to do.
